In response to the Navy’s first Draft Environmental Impact Statement (DEIS) on the USWTR in 2005, 866 people, organizations, scientists, and agencies submitted comment letters. In addition 27,000  faxed comments were sent. The comment letters overwhelmingly voiced opposition to or serious concern about the Navy’s proposal. 

To help you locate letters of particular interest, we’ve provided a list of agencies and organizations and what letter of the alphabet to look under on the Navy website. Read  letters of particular interest.

Even though the Navy received these letters as part of a public comment process, it did not release the letters until it received a formal request from the Natural Resources Defense Council under the Freedom of Information Act. The 866 letters were available on the Navy's website, but they have now been removed from the internet.

The Navy also received hundreds of additional comments from people who submitted post cards or form letters through environmental organizations such as the Sierra Club and the Natural Resources Defense Council. But these additional letters along with the 27,000 faxes are not  posted on the Navy's website, and the Navy has not provided them or the names of their authors for public review. 


North Carolina Whale Stranding Reports

Joel Reynolds, of  the  Natural Resources Defense Council, submitted a supplemental comment letter on January 30, 2006 after new information regarding the January 2005 mass stranding of whales at Cape Hatteras was revealed. This report contains the two NOAA North Carolina necropsy stranding reports, one with the sonar references included and one with the sonar references removed.
